Although as a general rule I feel this is true, I would like to site the naked cowboy of times square as a point that refutes it. Granted he is not drafting world peace treaties or anything but he is definitely making a social impact.
But the Naked Cowboy isn't actually naked. I am sure the entire scenario would play out very differently if he was actually "hanging in the breeze" as it were, in the middle of Times Square. Therefor I would argue that it is his clothes, in this specific instance his tighty-whities (and boots perhaps?) that are the foundation of his influence and social impact.
